CCD is the region's cornerstone lender and the federally designated Economic Development District for Coos, Curry, and Douglas counties. Business Oregon is the state's economic development agency, offering financing, incentives, and support for traded-sector companies that bring outside dollars into the local economy. It is typically accessed in partnership with CCD or the Umpqua Economic Development Partnership.

UEDP serves as the county's catalyst and connector for economic growth, working alongside Business Oregon, CCD, and the SBDC to help companies with financing, incentives, regulatory questions, and workforce needs. They also host Pitch Nights that coach and fund local startups.

The city's Community Development team maintains an interactive map of available commercial and industrial parcels within Roseburg and administers the Community Development Block Grant funding that powers local microenterprise support. WorkSource Douglas is the area's one-stop center for hiring and workforce services, bringing several agencies under one roof. Employers can screen and assess applicants and tap on-the-job training programs that help offset wages while new hires learn the ropes.

SOWIB and its partner South Coast Business Employment Corporation run the federally funded workforce programs for adults, dislocated workers, and youth across the three-county region, along with employer incentive programs. They have served the area since 1982.

Umpqua Community College builds customized, on-site training and consulting for local employers, from single workshops to full programs. It is the go-to resource for upskilling a team you already have.
